Storm-Captain Rhoswen says
“Kestrel's sentinels did not wake on their own. The dragon priests pray at the temple north of our walls - three tiers of slate and a skull on top big enough to stand in. They burn storm-fire in their bowls, and when they sing, the lightning comes down on the spires.”
“They serve the one on the Thunder Seat. Go to the forecourt and silence three of them. Do not climb the tiers - no one who climbed them came down.”
